Pakistani trade press has been covering the Export Facilitation Scheme (EFS) and greige / grey cloth. Two facts are documented in the sources below:
- FBR SRO 1435(I)/2025 excluded raw cotton, cotton yarn, and grey cloth from EFS zero-rating (Business Recorder / FBR coverage, August 2025).
- APTMA has repeatedly alleged that greige continues to enter under other descriptions (e.g. “prepared for dyeing” / semi-processed), urging stricter Chapter 52 exclusions and lab checks (Profit by Pakistan Today, The News, early–mid 2026).
Weaverine is not a Pakistan customs commentator. The buyer-facing lesson is about honest stage language on the PO.
Greige vs “almost greige”
Greige is loom-state cloth — not finished for end use. PFD and related stage terms mean different preparation states. If a duty scheme treats those stages differently, mislabeling is a compliance problem for importers and a spec problem for brands who think they bought one stage and received another.
Stage compare: greige vs PFD vs RFD.
What to put in the PO
- Name the stage explicitly (greige / PFD / finished).
- Require mill tickets and lab results that match the named stage.
- Do not rely on a social-media thread as the classification rule — use the HS / scheme text your forwarder cites.
